About NYCA
In Soviet times overfilled with national ideology the students in Armenia played an important role in the state developments of Kharabagh movement fighting against injustice, historical mistakes and fake nature of Soviet government.
In the formation process of independence and Artsakh movement, later in the state formation of Armenia the youth appeared to be not just a participant but also the carrier of the results. Many Armenian students, young people, volunteers became combatants in the liberation detachments. Unfortunately, many of them died fighting for the sake of the future of the country, for Artsakh liberation and for the dignity of Armenians. The acquisition was the huge spirit for the nation that had a complexity of “victim” during many years.
The country that was in conversion of regime and had survived war can be characterized with phenomena (clans, interstate struggle for power, ext.) which were common also for new independent Armenia. Social associations were formed to protect the acquisition gained with blood, to form a democratic country, to keep state stability. The Students formed self-governing institutions in the universities to represent their opinions and thoughts. The first step was the foundation of Republic Student Council (RSC) members of which were the state student councils. Different committees and NGO-s were formed to protect the interests of the youth. At the same time youth organizations of 6 political parties formed “Youth political co-operation club” (YPCC) which had a short life. The youth sector was formed in the period of 1993-1995.
In unfavourable political, social and economic conditions, realizing the necessity to appear and act united and systemized, some active representatives of RSC, YPCC and other organizations initiated to form National Council of Armenian Youth in 1995.
The discussions regarding the conception and the principles gave their first results that set a ground for cooperation of youth associations. Indeed, there were also some mutually incompatible approaches and estimations that were the result of instigation and sometimes emotional manifestations of youth but the real cause for not forming NYCA as a representing organization first of all was the absence of laws about NGO sector.
The second trial was more than successful and also very significant for nowadays. Founder conference was held on July the 9th in 1997. 27 organizations took part in it. As a result of this conference the charter of the organization was adopted and the management bodies were elected. On 26th of December in 1997 “National Youth Council of Armenia” non-governmental organization was registered in the state register of Ministry of Justice of RA.
The youth NGOs, Student Councils and youth institutions of political parties became members of NYCA.
The united work gave its first results. Concurrent to the cultivation of the regulations and the primary tasks, as a result of frequent lobbing the youth board was formed to creat youth policy in Armenia. A separate article was entered into RA state budget to support the implementation of the projects.
The active contact and cooperation with the state bodies and the military were propitious for the stable political life of the country, mutual trust and for formulation and notification of the youth problems and also for making demands directly to the corresponding people. Some members of the presidency, the secretariat, the commissions became board members of state departments.
Health and social issues committees, as well as cultural and spiritual education committees within the organization designed and gave conclusions regarding the laws and the rules regulating those fields. Many co-Armenian and state building projects (strategic-patriotic, social, cultural, health care, right protection) were designed.
Since its foundation while cooperating with state bodies and NGO-s NYCA has lead to the participation of youth from the regions of Armenia in the youth activities conducted.
One of the most important activities of NYCA is directed to the foreign affairs sphere. Since 1998 some important activities have been done towards the establishment of cooperation with European most important institutions. As a result of this a stable expedient relationship has been formed which is effectively working till now.
In 2000 NYCA became a pretender member of European Youth Forum (YFJ). Since 2002 it has been a full member of YFJ.
The international participation of NYCA has been and continues to be rather active now. Our representatives have taken part in many international, European and regional programs, conferences, seminars representing our youth and national interests.
Since 2005 NYCA has been the member of Eastern Europe Youth Co-operation (EEYC). Since April the 2nd of 2007 NYCA has accepted the presidency of Eastern Europe Youth Co-operation.
The authority of the organization, the Congress, has always presented announcements and resolutions. The Congress has embraced some new organizations and stopped the activities of over 30 organizations in NYCA.
At this moment NYCA has about 70 full members.
In the scope of its observing mission NYCA has taken part in almost every state elections (parliamentary, presidential, municipality) of RA.
Including active youth organizations within itself NYCA has actively taken part in the formation of the institutions of civil society within our state.
NYCA continues working actively with social, state and international associations widening the field and geography of co-operation.
The organization follows its principles keeping only the best and the most positive from its experience, carries responsibility for the youth movement and process.
